“We want to see full employment, good housing, and equal opportunity for education and cultural advancement for all of the people up to the highest level possible. This means that: - prices of goods must not exceed wages - house rentals must be within the means of all groups - social welfare services must be open to all - educational and cultural amenities must be available to everyone (Kwame Nkrumah) A socialist economy is based on the principal value of serving the needs of the people. Consequently certain constraints are placed on how the economy functions. These constraints are as follows: First, there is no private ownership of the means of production, e.g. the factories, mills, mines, machinery and raw materials. Second, there are only 5 categories of economic structures allowed: 1) ownership by the people’s state; 2) people’s state chosen enterprises owned by foreign interests; 3) enterprises jointly owned by the people’s state & private firms; 4) cooperatives; 5) small scale privately owned enterprises. Third, the distribution of good and services-based on the principle from each according to their ability to each according to their work-is under the control of the workers. Fourth, all economic ventures are abased on centralized and scientific planning. FEBRUARY 2016
